A world-leading publisher which has been in existence for over 100 years is looking to hire a new Head of HR for Japan. It has been growing its businesses through mergers, acquisitions business diversifications, and is known in the market as one of the most innovative and progressive players in its field. The Japan business is worth approximately US$300 Million per year.

An opportunity has arisen for a senior HR talent to joing the company to lead the function in Japan. Based in Tokyo you will look after the whole spectrum of HR for its two Japanese offices. With a business population of around 200 staff you will be responsible for the day to day HR leadership of the office as well as the overall strategic direction of the companys people development policies, supported by a virtual team of specialists based overseas.

You will be an HR leader with a strong background in generalist HR. You will have had a long background in reporting to a regional HR Director based overseas and be accustomed to international exposure. Ideally you will also have had responsibilities for multiple office locations in Japan. Your Role
As a Senior Specialist in Learning Design, you will come to understand the developments and thinking in the myriad fields of public sector governance, policy and leadership, HRM, T&D, OD, finance management and service delivery. You will apply your expertise in learning design, development and delivery to bring these insights to life, and make them relevant for public officers. Your creativity, commitment to excellence and passion for learning will inspire professionalism at work and transformation in people.

Specifically, you will design and write instructional materials for the learner and trainer. You will work closely with programme managers in developing the curriculum. Beyond design and development, you are expected to evaluate learning effectiveness and propose improvements to existing and new programmes.

Requirements
You should be familiar with a variety of instructional design methodologies and have experience in designing, developing and delivering learning interventions for diverse group sizes. You have good analytical skills which are essential when conducting research & needs assessment. You should be strong in goal, content and process analyses; possess the public sector orientation to contextualise learning materials for learner's application at the workplace.

Other requirements include:
· Good university Degree and relevant professional qualifications in Instructional Design
· At least 5 years' relevant experience in analysis, design, development and implementation of curriculum design
· Strong foundation in the theory and practice of Human Resource Development
· Excellent writing and communication skills
