On July 24th, Russia saw a number of regulations regarding Employment Permits and Work Permits come into force. The applications made to the Employment Center to obtain Employment Center Conclusion had been put on hold, however, in recent weeks the authorities resumed the procedure in accordance with new regulations.
The modifications to the application process are as follows:
Employers must submit a Work Force Demand (WFD) application to local labor authorities.
WFD will last for thirty calendar days. The Employer can only apply to the Federal Migration Service (FMS) for Corporate and Personal Work to fill vacancies, only after these thirty days have passed.
The decision on issuance of the work permits will be made jointly by the FMS and the Federal Labor Authorities.
If approved, the FMS will issue Corporate and Personal Permits within 28 days of the initial application.
The remaining procedures are unchanged, for now. It is still necessary to obtain an invitation letter for a Work Visa and apply for the Visa at the Russian Consulate in the home country.
Corporate and Personal Work Permits will be scrutinized to a greater degree and reasons as to why they can be rejected, suspended or canceled are more clearly defined under the new regulations.
As Move One Relocations outlined in a previous bulletin, AmCham Russia has made arrangements with authorities for a special 'one-window' service, the Chamber is keeping members abreast of the situation. The above-mentioned Corporate and Personal Work Permits and the Invitation Letter can now be obtained by AmCham members in a single step. AmCham has also advised that the WFD procedure might be completed in concert with the three other steps.

In addition, Move One would like to notify our clients that foreign employees of companies who are members of AmCham do not need to take all 7 medical tests – only an HIV test is required.
Forecast for Foreign Labor in 2009:
Employers who missed the May 1st deadline to submit their forecast for foreign labor in 2009, can now submit any amendments to previous declarations or submit new forecasts before the end of August.
Employers who do not submit in time may not be permitted to employ foreigners for specific positions in 2009.

To many, the idea of living and working overseas evokes images of glamour and excitement. But the dream can quickly turn into a nightmare if not approached in a realistic way.
U.S. citizens are at a distinct disadvantage when it comes to working in Europe. Citizens of EU countries can move freely from country to country, and most employers in EU countries are obligated to hire EU citizens before giving consideration to others. In many parts of the world, especially where unemployment rates are high, preference is given to local citizens, and in some countries, foreign residents are not permitted to hold jobs.
Your odds are greatly enhanced, however, if you work for a company with operations overseas. Or, if you can qualify for hard-to-fill positions in fields such as nursing and various scientific and technical specialties. More openings exist, too, for those willing to go to the world's danger spots.
Know Your MotivationYou'll be asked countless times why you want to work abroad. Your first step is defining "why" for yourself. Why does working in a different country appeal to you? What draws you to a particular country?
Mere dissatisfaction isn't enough. Have you been plotting an international career while getting your education? Have you spent time studying or working in your target country? Maybe you're not among the lucky ones to be "sent" abroad, but you're still adventuresome enough to go. Should you take a job in a different field or at a lower level just to get a foothold in the country where you want to be?
More than a few working expats started out with the Peace Corps, an internship, a volunteer position with a nonprofit or a job teaching English. This enabled them to make contact with a local company or an international company where they moved into a different type of position.
Some go abroad with no job, but this isn't for the faint of heart. Before deciding on this course of action, find out what your living costs will be while job-hunting. Also investigate the legal requirements for working in your target country; you may be required to come home to apply for the visa or working papers.
It's risky to go chasing something that may or may not pan out. Can you afford being away from your career for a time? Can your spouse or other family members tolerate upheaval in their lives?

Big Business Is Watching You
Although the labor market shows signs of slowing down, many employers are still struggling to fill positions. Corporate recruiters are looking for hot talent not just in colleges but in high schools as well. To tempt future hires, companies are throwing career fairs in cafeterias, bringing students in for daylong visits, and tracking high achievers before they enter college.
Naturally, companies want the top students, so they're carefully assessing academic performance. IBM and Lockheed Martin are both initiating programs to check on high school transcripts of job candidates.

If you have the talent, a firm may try to snatch you up before you even start college. Many techno-savvy teens are turning their backs on college and accepting starting salaries averaging between $30,000-$40,000. This could account for a Bureau of Labor Statistics report showing a dip in the number of grads heading to college in 1999 compared to 1997.
Firms that are actively courting high school students include Fujitsu Network Communications and the accounting firm Ernst & Young.
"In certain disciplines, such as engineering, companies try to interest students as early as middle school," says Mimi Collins a spokesperson at the National Association of Colleges and Employers. "Companies want to build name recognition to become an employer of choice."

Twenty-two year old Mike Bailey has a job that is in desperate need of applicants--strong, quick applicants. Bailey gets paid $12 an hour to wrestle alligators (each with 80 razor sharp teeth) at Seminole Okalee Indian Village and Museum in Hollywood, Florida. Although gator-wrestling is an old Seminole tradition, a growing number of tribespeople are pursuing alternatives, such as college. (Go figure.) The Seminoles have taken out ads and are offering health insurance, but still there are few takers. Bailey says the gators will kill you in a second, or "if you're lucky, they'll just tear your fingers off."
A HOT Market for the Liberal Arts
A survey of Class of 2000 graduates from Ursinus College in Collegeville, Pennsylvania shows that liberal arts majors are in demand in the workforce. Sixty-six percent of those polled have found positions in major corporations such as MBNA, Merck, Vanguard, and Andersen Consulting. Carla Mollins Rinde, director of career services at Ursinus, says that hiring liberal arts grads is part of a national trend. "Employers have always told us our graduates have the skills they are seeking--the ability to write, speak, and think clearly, to reason and analyze, to work well with a team, and to lead. Liberal arts graduates are flexible because they have a broad base of knowledge."

Up, up and away...that's the way interest rates have been going in the last four months. While the Reserve Bank of India (RBI) has been hardening rates since the second half of 2004, the pace has picked up sharply. Indicative of the broad trend in tightening is the trend in mortgage lending rates. While they had moved up only 50 basis points from the bottom of 7.5% during the 17-month period between September 2004 and January 2006 and 150bp in the 10-month period between February 2006 and November 2006, it has moved up sharply by 250bp in the four-month period between December 2006 and March 2007. A similar trend is reflected in consumer loan rates and borrowing costs for small and medium-sized companies. In fact, prime lending rates (PLRs) now hover around the 13% mark. So is price stability coming at the cost of growth? The RBI's tough monetary measures to rein in inflation have sparked off a debate among policymakers, the corporate sector and market constituents. The corporate sector is the most vocal. Indeed, in a recent business barometer survey by Delhi-based Associated Chambers of Commerce and Industry of India (Assocham), 86% of the 250 CEOs, CFOs and managing directors believed that the RBI has started over-reacting to the inflationary expectations without realising that increasing the cost of money beyond a certain point would slow down economic growth. The next generation of vulnerable jobsA study by Forrester Research predicts that U.S. companies will transfer 3.3 million service jobs overseas by 2015, compared with just 102,000 jobs shifted in 2000. Meanwhile, the payroll associated with those jobs will rise from $4 billion to more than $136 billion, according to Forrester projections.The early job exports are predominantly in the areas of information technology (including software and product development), customer service, back-office accounting and sales. Other major U.S. corporations that have sent service jobs overseas, where wage rates can be as much as 50% lower, include:
Dell (DELL, news, msgs), which opened a customer-support center for its American market in India.
Delta Air Lines (DAL, news, msgs), which established reservations operations in India and the Philippines.
American International Group (AIG, news, msgs), which set up a processing operation in the Philippines to handle claims from its American General Life subsidiary.As the trend gathers steam, Forrester predicts, other and more sophisticated types of knowledge-based work also will be exported.The bottom line, says John Challenger, CEO of Challenger, Gray & Christmas, the Chicago-based outplacement firm: “It’s false to think the only jobs that could go overseas are low-skilled jobs that pay low wages.”5 safer sectorsThe employment picture does have a bright side, though: plenty of good jobs in growing sectors are essentially unexportable.Most are in services industries that figure to be among the fastest growing segments of the U.S. economy in coming decades. These industries run the gamut from fast-food server to physician, from security guard to bank president, and they can be found with employers both large and small.Challenger identifies five sectors with an especially low risk of exportation:
Health care. “You can’t go overseas to see a doctor or nurse or get physical therapy,” Challenger points out. The aging of America’s population makes health care a good long-term career bet, he adds, singling out medical transcription and nursing as two particularly hot areas.
Other in-person services. These are the jobs, like those in health care, that require a face-to-face interaction between provider and client. They are spun off by almost every human activity and interest. Teaching and training “of all kinds” constitutes one potential growth area, Challenger says, because “education is being thought of as more of a life-long thing.”
Real estate. Just as land is not exportable, neither are many of the activities involved in its development. In addition to real estate service, the category also includes residential and commercial construction and the burgeoning home-improvement industry.
Financial services. As usual, it makes sense to follow the money. America’s vast capital holdings have spawned entire industries dedicated to their preservation and growth. Like the money itself, the jobs associated with it will be kept at home.
Security. One outgrowth of the war on terrorism is increased demand for all types of security and military personnel. “I see a lot more of this being needed over the next 20 years,” Challenger says.The services sector, in particular, is approaching red-hot status. General hiring in the services sector will be 22% greater on campuses this year than last, according to a recent survey by the National Association of Colleges and Employers, made up of college and university career counselors. And the most aggressive recruiters, says Bill Currin, director of Wake Forest University’s Office of Career Services, are those from financial services companies.Currin also notes that while government hiring is projected to be down this year, a worker shortage is developing at the federal level that will become acute in the next few years. Hot jobs for the short runProjections by the federal Bureau of Labor Statistics provide additional clues as to where the jobs will be in coming years.For the 2000-2010 decade, the BLS predicts, technology will account for eight of the 10 fastest-growing occupations, as measured by percentage increase. Computer support and applications-software engineering are the only tech categories represented.Where technology jobs are concerned, it’s important to distinguish rapid job creation from an inability to be exported. As more countries achieve parity in their technology infrastructures, they could be magnets for jobs that currently are U.S.-based, depending on differentials in labor costs.An ignored jobs sourceAnother potential source of export-proof jobs -- one that perhaps is being overlooked -- is America’s small-business community.While the BLS payroll survey indicates that 1.1 million jobs have been lost since the U.S. economy began to pull out of recession in the final quarter of 2001, its household survey indicates a gain of 1.4 million jobs.This discrepancy may be attributable to the fact that the payroll survey often fails to capture self-employed workers or those who labor for the smallest companies. A variety of laws affect the employment practices of your business. Employment discrimination laws affect employment practices from hiring to firing employees and everything in between. The Federal Equal Employment Opportunity Commission (EEOC) administers federal employment discrimination laws.
Title VII of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, religion, sex, and national origin. It applies to employers with fifteen or more employees.
Employers must make sure that they do not ask potential employees interview questions that might indicate that the hiring decision is based on one or more of these prohibited factors. For example an employer should not ask a potential employee her maiden name because this might indicate national origin.
Employers must also comply with the Act by maintaining a workplace that is free from harassment. Sexual harassment falls under the Act because it is a form of sex discrimination. The employer must also make sure the workplace is free from racial and ethnic harassment. The Act does not just apply to the employer’s behavior. The employer also is responsible for preventing harassment by supervisors, fellow employees, and even non-employees such as customers.
Pregnancy Discrimination Act of 1978 is an amendment to Title VII of the Civil Rights Act. It prohibits discrimination on the basis of pregnancy, childbirth, or related medical conditions and applies to all terms and conditions of employment, including hiring, firing, promotion, leave, and benefits.
